國務(wu)院國資(zi)委試點(dian)單位中(zhong)國建材集(ji)團宣布進軍太陽能(neng)(neng)(neng)領域,大(da)(da)力發展薄膜(mo)(mo)太陽能(neng)(neng)(neng)產(chan)業(ye),計劃在未來五年內打造年產(chan)10GW的薄膜(mo)(mo)太陽能(neng)(neng)(neng)電池(chi)生產(chan)企業(ye),一方面說明(ming)新能(neng)(neng)(neng)源(yuan)行業(ye)發展勢頭強勁,另一方面表明(ming)該行業(ye)發展潛力巨大(da)(da),此外也(ye)突出(chu)體現(xian)了(le)國家(jia)對薄膜(mo)(mo)太陽能(neng)(neng)(neng)產(chan)業(ye)的高度關注(zhu)和大(da)(da)力扶(fu)持。
伴隨著光伏(fu)“領跑(pao)者計劃”、“一(yi)帶一(yi)路”、“光伏(fu)扶貧”等國家政策的引導(dao),中(zhong)(zhong)國太陽能行業迎來了期(qi)盼已久(jiu)的春天(tian),眾多資本(ben)紛紛加入(ru)其中(zhong)(zhong)。在這一(yi)背景下,中(zhong)(zhong)國薄膜太陽能產業的爆發,是可以期(qi)待且必然的歷(li)史選擇。
2、國家政策支持,噪聲污染防治行業迎來發展大好機遇
近年來,隨著我(wo)國(guo)對于環(huan)(huan)境(jing)保護的日(ri)(ri)益(yi)重視和(he)(he)(he)聲(sheng)環(huan)(huan)境(jing)的日(ri)(ri)益(yi)惡(e)化,國(guo)家在噪 聲(sheng)污(wu)(wu)染防(fang)治方(fang)(fang)面出臺了(le)一系列的政策(ce)法(fa)規(gui)。以(yi)1989 年頒布(bu)的《中(zhong)(zhong)華人民(min)共和(he)(he)(he)國(guo) 環(huan)(huan)境(jing)保護法(fa)》為(wei)核心,圍繞噪聲(sheng)污(wu)(wu)染防(fang)治方(fang)(fang)面先后(hou)出臺的《中(zhong)(zhong)華人民(min)共和(he)(he)(he)國(guo)勞動 保護法(fa)》、《建設項目(mu)竣工環(huan)(huan)保驗收管理辦(ban)法(fa)》、《中(zhong)(zhong)華人民(min)共和(he)(he)(he)國(guo)環(huan)(huan)境(jing)噪聲(sheng)污(wu)(wu)染防(fang)治法(fa)》、《中(zhong)(zhong)華人民(min)共和(he)(he)(he)國(guo)職(zhi)業病(bing)防(fang)治法(fa)》等(deng),都在噪聲(sheng)污(wu)(wu)染防(fang)治方(fang)(fang)面進行了(le)嚴格規(gui)范,上述法(fa)律(lv)法(fa)規(gui)的頒布(bu)為(wei)噪聲(sheng)污(wu)(wu)染防(fang)治行業的快速發展(zhan)奠定了(le)堅實的政策(ce)基礎。
2010 年(nian)12月15日,國(guo)家(jia)環(huan)(huan)(huan)境(jing)(jing)保護部聯合發改(gai)(gai)委等十一(yi)部委,發布《關(guan)于加強(qiang)環(huan)(huan)(huan)境(jing)(jing)噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)工(gong)作(zuo)改(gai)(gai)善(shan)城(cheng)鄉聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)質(zhi)(zhi)量(liang)(liang)的(de)指導(dao)意見》(環(huan)(huan)(huan)發〔2010〕144 號)提出:各地應將(jiang)環(huan)(huan)(huan)境(jing)(jing)噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)和(he)(he)聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)質(zhi)(zhi)量(liang)(liang)改(gai)(gai)善(shan)作(zuo)為重(zhong)要(yao)(yao)任務之(zhi)一(yi),納入“十二五(wu)”環(huan)(huan)(huan)境(jing)(jing)保護規劃,設(she)立噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)章節。有關(guan)部門制定(ding)的(de)鐵路、交通(tong)(tong)(tong)和(he)(he)民(min)航“十二五(wu)”規劃,應有交通(tong)(tong)(tong)噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)內容(rong)。到2015年(nian),環(huan)(huan)(huan)境(jing)(jing)噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)防治(zhi)(zhi)(zhi)能力得到進(jin)一(yi)步(bu)加強(qiang),工(gong)業、交通(tong)(tong)(tong)、建筑施工(gong)和(he)(he)社會(hui)生活噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)排放全(quan)面達標,居(ju)民(min)噪(zao)(zao)聲(sheng)(sheng)污(wu)(wu)(wu)染(ran)(ran)投訴(su)、信訪和(he)(he)糾(jiu)紛下降(jiang);聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)質(zhi)(zhi)量(liang)(liang)管理體(ti)系將(jiang)不斷完善(shan),城(cheng)市聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)功(gong)能區達標率明(ming)顯(xian)提高,國(guo)家(jia)環(huan)(huan)(huan)境(jing)(jing)保護重(zhong)點城(cheng)市聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)質(zhi)(zhi)量(liang)(liang)符合國(guo)家(jia)標準要(yao)(yao)求,農村地區聲(sheng)(sheng)環(huan)(huan)(huan)境(jing)(jing)進(jin)一(yi)步(bu)改(gai)(gai)善(shan)。

二、光伏發電行業發展分析
1、光伏發(fa)(fa)電行業發(fa)(fa)展現狀分析
中國(guo)光(guang)(guang)伏(fu)產業發(fa)展(zhan)"十二(er)五(wu)"目標(biao)已(yi)進行(xing)新的(de)調整,從(cong)之前公布的(de)光(guang)(guang)伏(fu)發(fa)電(dian)裝機容量21GW,擴大到35GW。2011年(nian),我(wo)國(guo)光(guang)(guang)伏(fu)發(fa)電(dian)裝機容量突破3GW,2012年(nian)突破7GW。按照新的(de)光(guang)(guang)伏(fu)產業發(fa)展(zhan)目標(biao),2013-2015年(nian),我(wo)國(guo)每年(nian)新增(zeng)的(de)光(guang)(guang)伏(fu)裝機容量應約達10GW,這樣的(de)速度(du)全(quan)球少見。新目標(biao)下(xia),分布式(shi)光(guang)(guang)伏(fu)發(fa)電(dian)和并網光(guang)(guang)伏(fu)發(fa)電(dian)也(ye)將(jiang)基本平分35GW的(de)目標(biao)。
行(xing)業(ye)(ye)數據調查分析顯示,2015年(nian)1-6月(yue)全(quan)國(guo)新(xin)(xin)增(zeng)光(guang)伏并(bing)網(wang)容量(liang)(liang)7.7GW,同(tong)(tong)比增(zeng)長(chang)133%。全(quan)國(guo)光(guang)伏發電量(liang)(liang)35.8GW,同(tong)(tong)比增(zeng)長(chang)57%。新(xin)(xin)增(zeng)容量(liang)(liang)中(zhong)市(shi)政規模光(guang)伏電站6.7GW,分布(bu)式(shi)發電項(xiang)目(mu)1.04GW,分布(bu)式(shi)項(xiang)目(mu)同(tong)(tong)比增(zeng)長(chang)約5%。新(xin)(xin)增(zeng)容量(liang)(liang)主要(yao)集中(zhong)在新(xin)(xin)疆、內(nei)蒙古、浙江、甘(gan)肅、青海和江蘇。今(jin)年(nian)上半年(nian)光(guang)伏行(xing)業(ye)(ye)新(xin)(xin)增(zeng)并(bing)網(wang)容量(liang)(liang)已經達到全(quan)年(nian)目(mu)標的(de)(de)43%,業(ye)(ye)界普遍認(ren)為(wei),到年(nian)底完成全(quan)年(nian)17.8GW的(de)(de)容量(liang)(liang)目(mu)標基本沒有(you)難度(du)。
國(guo)家能源局正在編制光(guang)伏(fu)(fu)行業(ye)發展“十(shi)三五”規(gui)劃(hua),將(jiang)大力(li)推動(dong)財(cai)政補(bu)貼兌現,促進(jin)技術(shu)進(jin)步及(ji)產業(ye)升級,這些為實現甚至(zhi)超(chao)過目標排(pai)除了(le)行業(ye)困擾,當前(qian)(qian)光(guang)伏(fu)(fu)發電企(qi)(qi)業(ye)普遍對前(qian)(qian)景持樂觀(guan)態度(du)(du)。對于(yu)光(guang)伏(fu)(fu)產業(ye)的“十(shi)三五”規(gui)劃(hua)目標,預計光(guang)伏(fu)(fu)裝機規(gui)模有(you)望從原(yuan)本(ben)的100GW提高(gao)到150GW,若規(gui)劃(hua)確如預期上(shang)調(diao),那(nei)么行業(ye)龍(long)頭企(qi)(qi)業(ye)獲得(de)超(chao)預期業(ye)績(ji)將(jiang)成(cheng)為大概率事件。同時,近年來國(guo)內外光(guang)伏(fu)(fu)市場需求旺(wang)盛,制造企(qi)(qi)業(ye)利潤(run)率不斷提升,再加上(shang)國(guo)家“領(ling)跑者”計劃(hua)的推進(jin),行業(ye)景氣度(du)(du)持續向(xiang)好。

2、光伏發(fa)電(dian)行業發(fa)展前景廣闊
太(tai)(tai)陽(yang)(yang)能(neng)(neng)光(guang)(guang)(guang)伏發(fa)電組(zu)件(jian)及系統控制(zhi)部件(jian)的(de)(de)產(chan)業化(hua)成為可(ke)再生能(neng)(neng)源(yuan)和新能(neng)(neng)源(yuan)高(gao)技(ji)(ji)術產(chan)業化(hua)專(zhuan)項支(zhi)持(chi)的(de)(de)重點領域之一。太(tai)(tai)陽(yang)(yang)能(neng)(neng)是潔凈無污染的(de)(de)巨大能(neng)(neng)源(yuan),最大限度地開(kai)發(fa)利用(yong)太(tai)(tai)陽(yang)(yang)能(neng)(neng)將是人(ren)類新能(neng)(neng)源(yuan)利用(yong)方(fang)面的(de)(de)科技(ji)(ji)發(fa)展(zhan)方(fang)向。隨著世(shi)界(jie)能(neng)(neng)源(yuan)的(de)(de)日(ri)趨緊(jin)張(zhang)和光(guang)(guang)(guang)伏發(fa)電技(ji)(ji)術的(de)(de)不斷發(fa)展(zhan),廉(lian)價(jia)的(de)(de)非晶硅太(tai)(tai)陽(yang)(yang)電池(chi)的(de)(de)生產(chan)技(ji)(ji)術也日(ri)漸成熟(shu)。太(tai)(tai)陽(yang)(yang)能(neng)(neng)光(guang)(guang)(guang)伏發(fa)電技(ji)(ji)術非常契(qi)合國家新能(neng)(neng)源(yuan)優化(hua)發(fa)電的(de)(de)舉措(cuo),加之太(tai)(tai)陽(yang)(yang)能(neng)(neng)光(guang)(guang)(guang)伏發(fa)電的(de)(de)清潔、廉(lian)價(jia)等性能(neng)(neng),未來光(guang)(guang)(guang)伏發(fa)電將呈現良好的(de)(de)發(fa)展(zhan)態勢。
從(cong)技(ji)(ji)術(shu)的(de)(de)(de)(de)(de)層面來說,將(jiang)(jiang)光(guang)(guang)能轉化為電(dian)能的(de)(de)(de)(de)(de)光(guang)(guang)伏(fu)發(fa)(fa)電(dian)技(ji)(ji)術(shu)是一(yi)(yi)項(xiang)非常重要的(de)(de)(de)(de)(de)技(ji)(ji)術(shu)手段(duan)。它能夠實(shi)現人類向可持續的(de)(de)(de)(de)(de)能源系統(tong)轉變。相對而言,目前這項(xiang)技(ji)(ji)術(shu)的(de)(de)(de)(de)(de)發(fa)(fa)展還處在(zai)初期階(jie)段(duan),到2030年之后(hou)(hou)將(jiang)(jiang)會(hui)(hui)有很(hen)穩定和很(hen)高(gao)(gao)的(de)(de)(de)(de)(de)增長率(lv),會(hui)(hui)成為更加可行的(de)(de)(de)(de)(de)電(dian)力供應者(zhe)。隨著科技(ji)(ji)發(fa)(fa)展,行業內預(yu)計2030年以(yi)后(hou)(hou)發(fa)(fa)電(dian)成本會(hui)(hui)繼續降低。一(yi)(yi)些技(ji)(ji)術(shu)如(ru)晶體硅、薄膜(mo)以(yi)及一(yi)(yi)些新(xin)光(guang)(guang)伏(fu)發(fa)(fa)電(dian)系統(tong)材料將(jiang)(jiang)會(hui)(hui)在(zai)市場上大量涌現。如(ru)果(guo)這些新(xin)舉措得以(yi)成功(gong)實(shi)施(shi),模塊的(de)(de)(de)(de)(de)轉換效(xiao)率(lv)將(jiang)(jiang)進(jin)一(yi)(yi)步提(ti)高(gao)(gao)。最終(zhong),光(guang)(guang)伏(fu)模塊的(de)(de)(de)(de)(de)轉換效(xiao)率(lv)將(jiang)(jiang)達到30%~50%,從(cong)而使太陽輻射能量可以(yi)高(gao)(gao)效(xiao)的(de)(de)(de)(de)(de)利(li)用(yong)。安裝在(zai)陽光(guang)(guang)充足地區的(de)(de)(de)(de)(de)1m2最高(gao)(gao)效(xiao)的(de)(de)(de)(de)(de)光(guang)(guang)伏(fu)模塊每年將(jiang)(jiang)發(fa)(fa)電(dian)1000kWh。
